IPhone in Europe, how can I turn the data and service off?

I'm going to Germany for a few weeks ANC I want to use my phone for wifi only. I don't want any roaming or various charges on accident. I am with AT&T and my iPhone is jail broken. I can turn off the data but I'm not sure if I can turn the service off? Any help?
