What to do about neighbor's barking dog?

My neighbor takes her dog outside every night and leaves it barking there for at least 2 hours. Now, I live in NY, and right now it is 40 degrees outside. Her dog is a shar pei, so it has short fur. I feel terrible for the dog, because my neighbor doesn't exactly take the best care of her. She pretty much wants her to die already so she can get the dogs she's "always wanted." Who can I contact about the dog? I want to do it anonymously, because she lives across from me and i don't want to start problems between my parents and her.. (if it were up to me though, i couldn't care less) Ideally I want someone to check the dog out as a result of all this, to make sure she's being taken care of :(
