Where in Europe can i get a tattoo at 16?

im 16 and have a horrible looking scar on my arm and iv heard that tattooists can cover it over and i think it would look so much better. im not just getting a tattoo for the sake of it iv thought about getting one for the past 2 years and my parents are ok with it..... so can someone please tell me where in Europe i can get a tattoo done LEGALLY with parental consent or without consent if there are any places? thx :)
