How much should my 4 month old shar pei be eating?

I have been feeding him about a cup and a half a day. Is this to little?? Also how can i get him to calm down about his food, as soon as i give it to him he INHALES IT! And then he tries stealing my huskies food because he literally gulps his down. How can i get him to eat more calmly?
